My roofer said that my roof cannot be repaired, is that true?

We will usually replace some curled if the curled are also broken, or eroded, or split, or loose, or if the homeowner specifically requests having some curled replaced. Usually, curled shakes are replaced at the request of the homeowner to make the roof look better for inspections, open houses, etc.
